If I change the gears from 3.23 to 4.10, do I have to change my computer as well? Some are saying yes, some no. What is the correct answer.

Well, you have to tell the PCM what the gear ratio is or your gauges will be off. But you do not physically have to change the PCM, just the program in it.

Yes, your PCM will have to be re-programmed.. You can use a HPP3, predator, LS1 edit..

Your car will rack up miles much faster if you do not re-prgram your speedo..

The shift points, gear ratio will have to be altered in the PCM. The cheapest way is the SLP Speedometer Recalibrator. This is ~$185. I would pony up the extra $$$ and get LS1 Edit or the Diablo Predator.

You do not state wether you have a automatic or a stick.

With a stick YOU shift the car, so just your speedo will be off, with an automatic, the PCM uses the MAF readings + the speedometer readings to shift the transmission.

I have an SLP speedometer calibrater that I removed from my vehicle (after a dyno tune) it works perfectly, e-mail me if you are interested.
