Just looking at some heads/cam options for the future... but am wondering about emissions. Here we have to pass emissions (many tests, visual and sniffer) every 2 years. My question is would I still have a chance on passing the emission tests after doing a heads/cam/header/intake swap?
Or, would I have a better chance of passing by just doing a blower or turbo install instead?

5.3 heads and tr224 has passed cali smog so it'll pass anywhere ;) , provided you tune of course

I had 5.7 heads and a 224 cam. I didn't have to pass any emissions with it, but damn was it a nice combo.

Lately, many counties have been going away from the sniffer test and going with the OBD2 test. Since all LS1 cars are OBD2 vehicles, if your county is using the OBD2 test, then you dont have to worry about a sniffer, unless you fail the OBD2 test. Just make sure you have a tune good enough to not set any codes, and you'll be fine.
And for what its worth, since it comes up alot, you need to make sure your readiness codes are set. This means, you cant reset your PCM, and then immediately go get tested. You need to have cycled the enigne one and off like 30 times or something like that.

FWIW, if I were doing a budget buildup and need the car for a daily driver, I would go cam/mid or long tube headers - LS6 intake unless you already have and a 125 wet shot of N20. Thus the great driver plus the extra boost only when needed - and less drivetrain stress during daily commutes.

if you keep the cam small and have an exhaust combo that still has cats you should be fine.
if not you can always pay for an inspection... but no one saw me say that!
