what is the difference between the Z28 and the SS?

Same engine, same bodystyle, accept hood and spoiler.
SS could be ordered with upgraded suspension at the SLP, along with exhaust/lid, wheels/tires.

About $10k is the difference. :D Pretty much what is said above is the difference but all SS's come with 17" wheels.

I'm bored so I'll add some more to this post.
If you are referring to the 2002 model difference, then one could add that the Z had an LS1 with 310hp; an SS would bump that up to 325hp. Both had power steering coolers. Not so with previous years. The RPO code WU8 (SS Package) would cost you $11,191 for 2002. That would get you the bigger rims, spoiler, hood scoop, badging and a optional trip to SLP for the very desirable RPO Y2Y (SLP second sticker content) SLP did not only upgrade the SS's, they would do some work on the other base type camaro's too. Y3B would get you an RS package through SLP. That packaged consisted of dual silver or black Heritage stripes, special grille, RS badging, and Z28 styled exhaust. If you chose the V-6, power would increase to 205hp.

SS owners are just ricers who wanted a bigger wing, non-functional hood scoop, and bigger rims, with no real performance differance :D
