Is it possible to have this tire size (245 45 17)
on 17x9 wheels? If so how would they differ from 275 40 17?

It's possbile, just most people don't do it. They've probably just put that size tire on there because they're cheaper. As for size comparison, the 275 will be a bit wider, but both will have the same height.

Yeah, what Shamrock said. Since our cars come with 275/40/17 tires, most of the people stick with that size. It is ok to use 275/45/17 tires.
