If I add a set of 1LE springs to a car not originally equipped (my 2002 Z28), might I need an adjustable PHR or will a 1LE PHR suffice?

The 1LE should suffice...even if you lower the car a great deal, an adjustable PHB is not a strict requirement. Yes, it will help the car to track better, but it will still drive okay without it. Mine's lowered about 1.5", and still drives okay with the stocker. Will I get an adjustable PHB eventually? Sure, but not today...tomorrow isn't looking good either.

Yeah, it just makes sense to me that a car with 1LE springs would only require a 1LE PHR. From what I understand the 1LE springs won't lower the car. This assumes that 1LE cars aren't specifically "set-up" from the factory to compensate for the suspension options, and that I'm not sure about.

The 1LE springs might lower you a bit, but it won't be much. The only reason you would need an adjustable PHB is because the pivot on the axle moves through an arc as the suspension compresses. If you're on a budget, I wouldn't worry about it at all. Just my $.02.
